Two industrial projects undergo virtual TOP inspections
in Singapore
JTC Corporation and the Building and Construction Authority (BCA) have successfully piloted virtual temporary occupation permit (TOP) inspections for two industrial projects. The projects, JTC Logistics Hub @ Gul and JTC semiconSpace in Tampines Wafer Park, underwent the virtual inspections in April 2021 and September 2022 respectively and received their TOPs in May 2021 and October 2022.
This virtual process was implemented to reduce the amount of time and manpower required for inspections by up to 30%. To do this, 3D data was compiled through 360-degree photo captures and laser scanning technology, which the BCA inspector and project team used for the virtual inspection. Following the successful pilot inspection, JTC and BCA have been working together to develop guidelines for wider adoption in the industry.
Furthermore, JTC is continuously looking to digitalise its construction processes. Tan Chee Kiat, Group Director, Engineering, JTC, said, “We are excited that the virtual TOP pilot is successful and look forward to implementing it to all JTC projects.”
Apart from TOP inspections, JTC is also using virtual technology in construction site management. 360-degree reality capture solutions are used by site teams across various periods for coordination, progress tracking, documentation, and reporting. Initial trials indicate that man-hour savings and productivity gains of up to 50% can be achieved throughout the construction value chain.
Because of this, JTC is launching a tender to use reality capture technologies at all JTC-managed projects. Doing so will allow the organisation to properly capture any savings and increase the usage of reality capture technologies in the industry.

He concluded, “We will share the details when ready.”
